Reverend Grover C. Walters assumed his leadership role at Goshen in August 1920. Beyond his core duties of preaching the Gospel and providing pastoral care, Reverend Walters focused heavily on strengthening the church's organizational structure.

To that end, he published an informational and inspirational church directory in January 1923. Funded entirely by sponsor advertisements, the directory featured a complete member roster with admission dates, the Church Covenant, membership by-laws, a ministry calendar, and a directory of officers and organizations. It also featured several poems, including "The House by the Side of the Road," which inspired Reverend Walters to affectionately brand Goshen Baptist as "The Church by the Side of the Road."
